Abstract 

In accordance with the requirements of Ukrainian legislation, by 1 January 2025, local governments must provide for the development of integrated plan for the spatial development of territory of a territorial community. The creation of integrated plan for the spatial development of the territory of a territorial community will allow for the effective and rational use of community resources. At the same time, zoning is important as one of the fundamental approaches to differentiated land use. The study presents a short description of the problems of the newly formed territorial communities with regard to the formation of a geoinformation data system. The main components of the IPSD system are considered. The concept of ‘zoning’ is studied and the standard of building and planning of land parcels in land zoning is presented. For efficient use of not only land but also the space over and under it, it is necessary to implement a 3D cadastre system. The study describes the components of land parcel formation in 3D, taking into account zoning and detailed plans. The results of the study can be used in further large-scale research on the implementation of a 3D cadastre system in Ukraine using integrated plans for the spatial development of territories of territorial communities.
